Default Windows system restore doesn’t function

My PC still makes restore points (physically as well as automatically) and it goes through the whole procedure of restoring, but at the very end (after the restart) it announces "No changes have been made to your PC. Unable to restore." I tried closing off Restore Option, to clear restore points, but that did not facilitate. Two Registry cleaner programs don't seem to find/fix the problem, either. I have AVG Full Edition running with Zone Alarm's firewall, as well as Window's Defender successively in background. Everything seems to work excellent, but if something shows up, I'm in problem! What could probably be the reason of this and how can I fix this? I am using Windows XP.

The problem is related to the registry cleaner; once you stop it you will be able to make a restore point to that particular time.

Restart your computer in Safe Mode and try to run your system restore. Keep clicking F8 when you reboot your computer before the motherboard screen and safe mode will appear. Also you may need to disconnect your modem from your PC.
