On startup go to bios setting & reset to default. take disc & gently wash it, maybe small bit of data is corrupted by dirt, reset bios when in it to boot from HDD. if it continues change memory sticks about. be careful to NOT lose boot up menu. Cleaning disc & reinstalling xp is best, threres NO Way present data on HDD will do much more than hang. new computer might be good solution or take one you have apart & rebuild it. you will almost surely lose boot up menu, though. reset cmos is another possibility. bad install might be anything from something like moving mouse or unplugging external item while installing, to just bad luck on that attempt. Often O/S is too much for system. Its feel about inside of mouth, yet be prepared to give all data up.
