SYMPTOMS
If your PC having more than one CD-R or CD-RW drive, only one disk drive able to make compact discs. If you click to choose Enable CD Recording on this drive verify box for either CD-R or CD-RW drive that is disabled, the PC seems to apply the change, but the disk drive remains disabled. When you observe CD-R or CD-RW drive properties, the Enable option is not chosen.
CAUSE
This problem happens because making of compact discs in Windows XP is limited to first CD-R or CD-RW drive that specified at startup.
RESOLUTION
To solve this difficulty, modify the physical size of CD-R or CD-RW drive on the device chain.

The initial disk drive that is identified as a CD-ROM recording device throughout device enumeration process. The order of the enumeration process is:
Onboard integrated device electronics (IDE): primary master
Onboard IDE: primary slave
Onboard IDE: secondary master
Onboard IDE: secondary slave
Small computer system interface (SCSI) devices (including add-on IDE controllers)
