You cannot configure a new keyboard layout in a Windows Server 2003-based Windows Preinstallation Environment

SYMPTOMS

When new keyboard layout added in a Windows Server 2003-based Windows Preinstallation Environment (Windows PE), and then you attempt to organize the new keyboard layout, the operation is failed.

CAUSE

This happens because Windows Server 2003 cannot find the Windows folder that has the .dll file for the new keyboard layout. When you organize a new keyboard layout, Windows Server 2003 ensures that the .dll file for the keyboard layout is present in the Windows folder of hard disk. Though, in a Windows Server 2003-based Windows PE, the Windows folder is found either on a Windows PE CD-ROM or in a remote place if you are using Windows PE on a Remote Installation Services (RIS) server. In this case, when you attempt to organize a new keyboard layout, Windows Server 2003 searches for the Windows folder but cannot find it.

RESOLUTION
