Default Windows XP desktop not responding

My computer is on when I returned all my desktop icons were gone leaving only the sky grass on the screen. Could not turn it off, Ctrl-Alt-Delete did nothing, when unplugged & replugged back in it just pops on and goes right off.

At what point does it turn off? Do you get to the Windows Splash Screen or does it turn off on POST?
