If you have Windows XP Professional CD doesn’t want some recovery disks. All you need to recover from difficulty is there. The Windows CD itself should be bootable. Just boot Windows XP CD and go after instructions therein.

You go into BIOS set up screen to construct sure that CD drive is first in boot order. When first boot to XP disk, it should not be difficulty since there is no OS in HD, but later than XP is somewhat installed, and it reboots, want to make sure that it will boot back to CD until XP is completely loaded.

You cannot format windows while a window is running. You want to boot from CD as before described and format it from there. There are No passwords required.
