The SP3 machines I have construct started with slipstreamed SP3 install disc, so can't say I have seen that happen yet. Though we are in fact gearing up to shove SP3 to all SP2 machines in coming months.
Anybody still had XP SP3 begin rollback and uninstall itself arbitrarily when attempting to install another program? We have had it happen to accidental systems on our network and it seems to happen when invoking when installing another program. It's not common and hasn’t been able to duplicate it but it sure is maddening and I haven't found anyone else with this problem. Please help me to solve this problem.

The I can see this occurrence is if repackaged few and used same GUID as SP3. The installer can initiate uninstall as part of installation conditions. It should be easy enough to check the GUID to see. However, you might have to dig deeper if they embedded another installation inside the MSI
