Symptom 4:
For example, the previous default keyboard layout may be used after you install and configure a new Input Method Editor (IME) as the default keyboard layout. This problem occurs when a user without administrator permissions is logged on to Windows, or when the default keyboard entry in the registry does not match the default keyboard layout. In virtually all cases, the msctf.dll file doesn't have the correct permissions to configure the new keyboard layout from the registry. This is a problem with Windows XP, so check with Microsoft for a patch or service pack that will correct the issue.
