I have a Dell Inspiron 1501 laptop, with window Vista on it. I can connect to a wireless connection, but, I can not get Internet explorer to open, it has a message saying something about the proxy settings. Any Ideas??

Can you access the internet through a wired connection?
Have you checked the internet settings on your router are correct?
I don’t have a router, I travel alot, and when I try to connect to someones WiFi them I can’t get into internet explorer, but I can get to like yahoo messenger, torrent, etc; anything that can get on without internet explorer.
Truth be told I have no experience of wireless outside of my home wireless network and all it takes for me to access the internet is to have the router configured properly and to have the correct login.
As you are using free to air networks I do not think those matter and seeing as you can use other apps then clearly it has to be IE.
Don't know what else to try really, perhaps download Firefox.
